When we begin....
... you will have gone through first change sometime in the last year or two (depending on breed and origin, etc), and either been found by members of Sleeping Lore, or shifted to this sept for some reason after being found by another sept. You have been kind of apprenticed to learn the basics of being a garou (unless you are a metis and kind of already know), but until you have gone through the Rite of Passage, been recognised as Rank 1, and formed a pack, you're not really an adult or part of the garou society.
You will have met all the other characters in that time, and agreed to form a pack with them. You don't need to agree all the time, but you need to be at least vaguely compatible - other packs would adopt random new members as time goes on, so there has to be some reason that you decide to bond with these other lunatics rather than joining the npc packs.

The sept is a mixed-tribal sept, but there are tribes for whom it makes more sense for them to be around.

Glasswalkers, Stargazers | Why this sept specifically? These tribes have a lot to do with this sept, but its a strange one for their tribe in some ways. Why are you here rather than another more usual sept? |
Fianna, Shadowlords, Children of Gaia, Children of Gaia, Silverfangs | Why not a nearish tribal sept? These tribes will fit ok, but there are other semi-local options for them. Why not with the other Fianna or Children of Gaia? Why slumming with Bone Gnawers rather than a member of a Shadowlord or SilverFang sept. You need to explain in your character background why you're at Sleeping Lore - it can be for positive or negative reasons :) |
Silent Striders, Black Furies, Get of Fenris | No, really, why on earth would you be there? The striders travel a lot, why are you stopping here? Why would you leave the Wyld places of the Furies for a city? Why would you come to this Sept of weaklings instead of being strong with the Fenrir? |

Tribe membership is part genetic, part cultural and part spiritual - you can be born a garou from unknown parents, raised as one tribe and later find that your parents were from a different tribe, for instance. You need to be a garou, be accepted by the tribe elders and be accepted by the tribe totem.
